Batou and Ishikawa (two members of Section 9) arrive at the latest access terminal moments after the hacking attempt from it ends, failing to catch any suspect but also realizing that the locations from which the hack is performed corelate to the garbage truck route. The hacker turns out to be a garbageman who is going through a divorce and attempts to ghost-hack his wife using a program provided to him by an individual who met him in a bar. Overspecialization leads to death,' she tells him. 'If we all reacted the same way, we'd be predictable, and there's always more than one way to view a situation. While tracking down the presumed Puppet Master, Kusanagi explains to her partner Togusa (the least cyberized human in Section 9), why he was chosen for the team. The story then moves into the main plotline when Aramaki describes one of the minister's interpreters having had her brain hacked into by the mysterious 'Puppet Master'. In the next scene, the chief of Section 9, Daisuke Aramaki, is introduced conversing with an official about programmers who are attempting to gain political asylum. The meeting is interrupted by a Section 6 strike team, at which point Motoko moves in, killing a foreign diplomat who took part in that meeting and then disappearing through use of her thermooptic camouflage system.

The movie begins with a scene of Major Motoko Kusanagi spying on a meeting taking place in an unspecified location in New Port City. And when the Ministry of Foreign Affairs, shadowy Section 6, enter the scene, Kusanagi becomes tangled in a web of plot and counterplot, and realizes the true identity of her invisible assailant lies at the center of a vast and lethal political conspiracy.Spoiler Warning: Spoiler details may follow.

But as Kusanagi digs deeper into the walls of secrecy surrounding the case, it appears that the Puppet Master has a special interest in her alone. His human marionettes live out existences that are nothing more than computer generated fantasy, unwittingly committing their master's crimes while the Ghost-hacker hides in the darkness. Along with fellow cyborg Bateau and the mostly human Togusa, Kusanagi is set on the trail of a computer-criminal known as the Puppet Master, a data thief skilled enough to hack into the very minds of his victims.

Major Motoko Kusanagi is an elite officer in the Section 9 security force: a cybernetic agent so heavily modified that little more than her Ghost remains.

In a world caught in the grip of information overload, where artificial intelligence is more than the real thing and cyborg cops spend their lives surfing on an electronic sea of living data, only the Ghost - the indefinable element of human consciousness - exists to determine who is alive and who is purely a creation of the net.
